The ProblemEven though foreign policy is gaining importance in a globalised word, many observers still consider foreign affairs an arcane area of national politics that is difficult to comprehend.
In February of 2009, the dimap group, in cooperation with the German Council on Foreign Relations, conducted an elite survey on Germany’s role in the world, as well as current foreign political issues. In doing so, we deliberately defined the concept of elites broadly. Apart from participants from the areas of politics and administration, we also surveyed representatives from the economic and scientific community, the media and NGOs. The survey is to be repeated annually in order to identify trends and developments regarding the strategic principles and mindset of the Federal Republic at an early stage.
More than 240 executives participated in the survey. The results were presented for the first time at the 45th Munich Security conference, as well as at an event in Berlin.
